In Commander, Malevolent Whispers occupies a narrow but reliable role: temporary theft that doubles as interaction, useful in any red deck that wants to borrow a creature, swing it, and let it die in combat. Outside Commander, it's legal in Legacy, Modern, Pioneer, and Vintage, but those formats move too fast for a sorcery-speed four-drop that returns the creature at end of turn — you're not keeping it, and a Swords to Plowshares or Fatal Push accomplishes the same removal goal cheaper and at instant speed.
