In Commander, Malevolent Noble earns its slot exclusively in dedicated sacrifice decks — outside that context, a 3/2 for two that costs additional mana to activate isn't pulling weight in a 40-life format. In Pauper, commons-only deckbuilding elevates it: sacrifice outlets are scarce at common, and Malevolent Noble competes with Carrion Feeder and Viscera Seer for that role, losing on activation cost but winning by being a meaningful attacker.
