Make a Wish returns two cards from your graveyard to your hand for three mana — solid recursion, not premium. It's fine in decks that dump cards fast and want them back, but Regrowth does the same job for one mana less if you only need one target.

Commander is where Make a Wish sees its most legitimate play, slotting into graveyard-value decks that can fuel a full hand refill with two relevant targets.
