Magus of the Mind lets you cast your entire library for a turn — draw X, then play spells from exile equal to that draw — but it demands you already have more mana available than you spent to cast it. The payoff is game-ending; the setup cost is real enough that it belongs in decks built around it, not just slotted into any blue shell.

Magus of the Mind is a Commander card through and through — the singleton format's slower pace gives you time to assemble the mana surplus the activation demands, and one explosive turn can close out a four-player game. In Legacy and Vintage, a five-mana creature that requires an additional tap-and-spend to do anything is just too slow against format threats that win on turn one or two. Oathbreaker is a plausible home for niche builds that can generate enough mana in a two-player game, though the redundancy of that format's consistent access to a signature spell often makes Magus of the Mind redundant. Stick to Commander.
