Magma Spray deals 2 damage to a creature and exiles it on death — that exile clause is the entire reason to run it over Lightning Strike or Shock. One mana for hard removal against recursive threats like Scrapheap Scrounger or Arclight Phoenix is a clean trade.

Magma Spray is a Pauper and Pioneer staple precisely because those formats have durable recursive threats that Lightning Bolt variants can't permanently answer. In Modern it competes against a deeper removal suite and rarely makes the cut. In Commander, 2 damage misses too many threats at a table where everything has 4+ toughness — the exile rider doesn't compensate for the low ceiling, and you're almost never running Magma Spray here unless the deck is specifically built around cheap instants or targeting spell synergies.
