Magma Pummeler is a Commander card — full stop. The X-counter payoff requires the kind of mana acceleration and redundancy that only a 100-card singleton format with a dedicated commander can reliably assemble. In Modern and Pioneer it's too slow and too conditional against linear decks that don't care about a creature that needs setup to convert its counters into damage. Legacy and Vintage have no interest in a five-mana floor creature when those formats kill on turn one or two. Commander is the one place where the pieces actually line up: big mana, an X-spell commander, and enough time for Magma Pummeler to do its work.
