Magma Burst splits its damage across up to two targets for a total of four, but that split costs you a kicker mana and leaves both creatures alive more often than not. It's overcosted flexibility — most red removal at this price does more damage to a single target and doesn't ask you to pay extra for the privilege.

Magma Burst is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but it doesn't see meaningful play in any of them.
