Mage-Ring Bully is a 3/2 with haste that attacks each turn if able — a cheap, aggressive body that demands no setup but imposes a real constraint on how you sequence your turns. Outside of dedicated aggro shells that want exactly this, that drawback costs more than a 3/2 is worth.

In Commander, Mage-Ring Bully is fringe at best — forced attack triggers are a liability in a multiplayer format where picking your blocks and passing on bad attacks is a meaningful part of survival. Pauper is where Mage-Ring Bully is most at home: aggressive red commons that close games by turn four actually want a 3/2 haste for two, and the forced attack clause barely registers when you're already attacking every turn anyway. In Modern and Legacy the card is legal but completely outclassed by the format's actual two-drop threats, and Pioneer offers nothing to make it relevant there either.
