Mad Ratter is a Commander card through and through — its payoff scales with the volume of card draw that multiplayer games naturally enable, and token-based strategies have far more support in 100-card singleton than anywhere else. In Modern or Pioneer it's too slow and too conditional; competitive decks in those formats aren't drawing two at a time on a schedule that justifies a three-mana do-nothing on its own. Legacy and Vintage have the raw draw power to trigger Mad Ratter repeatedly, but neither format wants a 3/2 creature that doesn't immediately affect the board. Stick to Commander, where draw-two effects are everywhere and Rat tokens have real tribal payoffs waiting for them.
