Macabre Mockery is a Commander card through and through — the effect scales with the power level of opponents' graveyards, which in multiplayer means you're almost always finding something worth swinging. In Legacy, Modern, and Pioneer it's simply too slow and too conditional; four mana at instant speed for a single attacker doesn't compete with what those formats are doing at that point in the curve. Oathbreaker gives it a home only in graveyard-heavy metas where the haste clause closes a game that same turn.
