Lyev Decree

In Commander, Lyev Decree is a panic button — it buys a turn against a lethal swing or shuts down two troublesome activated abilities at a key moment, but three mana sorcery-speed detention rarely makes the 99 when Azorius has access to cheaper, permanent answers. Pauper is the format where Lyev Decree finds the most traction, since the removal pool is shallower and a two-for-one tempo play at common can stabilize a board that would otherwise be unmanageable. In Legacy, Modern, and Pioneer, the card simply doesn't compete — formats that fast punish sorcery-speed interaction hard, and the temporary nature of the effect means you're treading water at best. Oathbreaker mirrors the Commander read: occasionally useful as a stall tool, but not a mainstay.
