In Commander, Lurking Lizards is the kind of card that looks exciting in a landfall-hostile shell or a deck that deliberately runs fewer lands, but the condition — an opponent must control more lands than you — is wildly inconsistent across a four-player table. Competitive formats like Legacy and Modern have no interest in a 7/7 with a may-not-trigger clause when unconditional threats at the same cost exist. Pioneer and Standard offer similar problems: the condition punishes you for ramping, which is the opposite of what green wants to do. Pauper is where it's most plausible as a build-around, since card quality is lower and a free 7/7 is more impactful, but even there the setup cost is steep. Lurking Lizards is a novelty card in every format it's legal in.
