Luminescent Rain pays you life equal to the number of permanents you control that share a type — in token-heavy or tribal decks, that's routinely 10–20 life for two mana. It doesn't do anything else, so the only reason to run it is if your deck reliably floods the board with a single permanent type and needs a cheap life cushion.

In Commander, Luminescent Rain occupies a narrow life-gain role in tribal and token decks that can't afford to stumble on life total — think Elf, Goblin, or Faerie builds that go wide and occasionally face aggressive tables. Outside Commander, it's legal in Legacy, Vintage, Pauper, and Modern, but those formats have little appetite for a sorcery-speed life-gain spell with no board impact. Pauper is the one fringe case where a cheap life-gain effect has occasionally shown up in dedicated combo or storm sideboards, though Luminescent Rain still competes poorly against options with additional text.
