Commander is where Lulu, Loyal Hollyphant does her best work — Angel and Cleric tribal decks are well-supported in white and white-blue, and a four-mana 2/4 flyer that pumps the team on every relevant ETB is exactly the kind of value engine those builds want. In Legacy and Vintage she's technically legal but has zero competitive presence; those formats don't accommodate four-mana tribal payoffs. Oathbreaker offers another home if the signature spell supports an Angel or Cleric package, but the format is narrow enough that this is a niche case.
