Lullmage's Domination lets you steal any creature with three or more counters on it for five mana at instant speed — a clean tempo swing that trades one card for their best threat. The discount condition is real in counter-heavy shells, but at full price it's competing with unconditional control magic effects that don't ask you to check the battlefield first.

In Commander, Lullmage's Domination earns its slot in any proliferate or counter-matters deck — five mana to steal a Blightsteel Colossus or a massive Hydra at instant speed is the kind of blowout play that wins games. Outside of those synergy shells, it's a conditional Control Magic, and blue has enough unconditional steal effects that the discount needs to reliably trigger to justify the slot. In Modern and Legacy, the counter condition is too narrow for competitive play — those formats move faster than you can set up the prerequisite, and Cryptic Command or Oko, Thief of Crowns do more without asking anything of the board. Pioneer sits in the same position: the card is legal but unlikely to see play outside of a dedicated counters shell that probably has more pressing pieces to run.
