Lucid Dreams draws you cards equal to the number of Islands you control — which in a dedicated mono-blue or heavy-blue build can easily hit six, eight, or more cards in a single spell. The catch is the triple-blue cost, which makes it a non-starter outside decks that run an embarrassing number of basic Islands.

Commander is where Lucid Dreams earns its keep, specifically in landfall-adjacent blue decks, Island-matters builds, or Urza-style artifact-heavy lists that flood the board with Islands via Academy Ruins or Tolarian Academy effects. In Legacy and Vintage, the format's threat density and combo speed make a sorcery-speed draw spell with a triple-blue pip a liability — cheaper options exist and resolve faster. Modern has no real shell for it. Lucid Dreams is a niche Commander card first and everything else a distant second.
