Locust Swarm generates a repeatable blocker every upkeep and taps to regenerate itself, which sounds fine until you remember it costs five mana for a 1/1 with defender. The only shell where that price tag becomes acceptable is one that abuses the creature type or the regeneration trigger — most notably Volrath, the Shapestealer, which can copy the Swarm and exploit its -1/-1 counter interaction.

Locust Swarm is legal in Commander, Legacy, Vintage, and Oathbreaker, and sees essentially no play in any of them. In Commander it occupies a narrow niche: decks that care about Insect tokens, -1/-1 counters, or regeneration synergies can find narrow uses for it, but five mana is a steep ask when comparable token generators do more for less. Legacy and Vintage have no meaningful context for Locust Swarm — the card simply doesn't compete at those power levels. Oathbreaker follows the same logic as Commander: playable only in a dedicated synergy shell, ignored everywhere else.
