Loan Shark is legal everywhere but does real work almost exclusively in Commander, where the political dimension of handing out fish tokens to multiple opponents is actually meaningful and wheel-style draw payoffs are abundant. In 1v1 formats like Legacy or Modern, giving your opponent a free card draw is a liability with almost no upside — the token is negligible and the forced symmetry hurts you. Pauper is the one fringe exception: cheap, recursive draw triggers exist there, but Loan Shark still competes poorly against more efficient common threats. Play it in Commander, ignore it everywhere else.
