In Commander, Llanowar Elite competes in a format full of mana dorks that do more than exist — it neither ramps you nor replaces itself, so it needs the kicker to matter, and sinking that much mana into a ground-pounder on turn one is rarely correct. Legacy and Vintage have access to it but have no reason to run it over creatures with actual utility.
