Living Tempest puts a 4/4 flying token on the board the turn you cast it — that's the whole pitch. Six mana for a temporary token and a 2/2 body is too inefficient to justify outside very specific token-doubling or blink shells.

In Commander, Living Tempest is fringe at best — six mana needs to do more than produce a single temporary token, and most blue decks have better options at this slot. Pauper is where Living Tempest has the most realistic home, since the card pool is shallow enough that a 4/4 flier with an attached 2/2 body can pull weight in tempo-oriented blue decks. In Legacy, Modern, and Pioneer, it doesn't come close to competing; the rate is too slow and the effect too low-impact. Vintage has no reason to touch it either.
