Living Armor puts +1/+1 counters equal to a creature's toughness onto that creature — the payoff scales with big-base-toughness targets but costs three mana at sorcery speed for a one-time effect. It's a bulk rare for a reason: the effect is real only in narrow counter-stacking shells, and most decks have better options.

Living Armor is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the only format where it sees any real consideration is Commander — specifically toughness-matters builds. In Pauper it's outclassed by more efficient counter producers that don't require a specific creature profile to justify the mana. Legacy and Vintage have no interest in a three-mana sorcery that conditionally boosts one creature. Commander is the ceiling, and even there Living Armor is a role-player at best, not a staple.
