In Commander, Lim-Dûl's High Guard only makes the cut in dedicated Zombie tribal builds where tribal density matters more than raw power — think Wilhelt, the Rotcleaver or Gisa and Geralf lists running every relevant zombie they can find. Legacy and Vintage are legal but completely uninterested; two-mana 1/1s with no enters-the-battlefield effect don't register in those formats. Pauper is where Lim-Dûl's High Guard has the most theoretical room, since the card pool is constrained and first strike plus evasion can matter on a cheap body — but even there, better black commons have mostly pushed it out.
