Liliana's Spoils forces each opponent to discard a creature and puts a 2/2 zombie token on the board — four mana for a board presence plus a disruption sweep is a real rate. Outside of Liliana, Heretical Healer builds where the flavor and reanimation synergy lock it in, this sits just below the bar for competitive Commander slots.

Liliana, Heretical Healer flips off any nontoken creature dying, so Liliana's Spoils does double work — the zombie token it produces fuels sacrifice outlets while stripping creatures from opponent hands before they hit the board.

Liliana's Spoils is a Commander card, full stop. In 100-card multiplayer the sorcery scales — three opponents each discarding a creature is meaningful disruption, and the token is a free body to sacrifice or block with. In Legacy, Modern, and Pioneer it's simply too slow and too narrow; four mana at sorcery speed for one card of discard is nowhere near competitive in 1v1 formats where that slot is occupied by Grief or Thoughtseize. Oathbreaker is the one non-Commander 60-card-plus format where the Liliana planeswalker theme can justify it, but even there you need the Liliana, Heretical Healer shell specifically for it to pull its weight.
