Lightning Phoenix is a recursive 2/2 haste threat that comes back from your graveyard for free whenever a creature with power 3 or greater dies — on your opponents' turns included. The baseline cost of two mana is fine, but the real reason to run it is that Syrix, Carrier of the Flame turns every recurrence into a free Shock aimed at any target.

At 88% inclusion across Syrix lists, this is about as close to an auto-include as the archetype has.

In Commander, Lightning Phoenix is a role-player in any Rakdos or Grixis shell that can reliably put a power-3-or-greater creature in the yard — either as a self-recurring threat or as a combo piece with Syrix, Carrier of the Flame. In Legacy and Vintage, Lightning Phoenix is legal but sees no meaningful competitive play; the recursion condition is too conditional for the speed of those formats, and two mana for a 2/2 doesn't clear the bar without a dedicated engine behind it. Outside those three formats it's not legal at all, so Commander is unambiguously where Lightning Phoenix earns its slot.
