In Commander, Lifted by Clouds is too low-impact to justify the slot — a one-shot flying grant doesn't move the needle in a format where games go long and card advantage is everything. Pauper is the format where it has the most realistic home, where cheap combat tricks can swing races and the power ceiling is low enough that +1/+1 plus evasion matters. In Legacy and Vintage it's legal but entirely outclassed. Modern has better options at the same cost.
