Liege of the Hollows is a Commander card through and through — the death trigger scales with the number of opponents, and the political wrinkle of gifting tokens is a multiplayer texture that simply doesn't exist in one-on-one formats. In Legacy and Vintage it's technically legal but competes against formats that punish a 2/2 for three mana doing nothing the turn it arrives, so it sees no meaningful play there.
