In Commander, Library of Lat-Nam is a group hug piece first and a draw engine second — the symmetry means you're netting roughly one card while each opponent nets the same, so it only pulls ahead if you can abuse the draw triggers yourself or your deck rewards opponents drawing cards. In Legacy and Vintage, the symmetry is even more punishing in competitive one-on-one play, where giving your opponent free card advantage is rarely a trade worth making when asymmetric draw spells exist at the same or lower mana cost.
