In Commander, Leapfrog is a Frog-tribal piece first and a standalone card a distant second — it earns its slot in Grolnok, the Omnivore decks and almost nowhere else. In Pauper, a 2/1 flying trampler for two is legitimately efficient, and blue aggressive shells could do worse at common. Legacy, Modern, and Pioneer offer far stronger competition at the same slot, so Leapfrog doesn't register competitively in those formats. It's a tribal and budget-Pauper card through and through.
