Leaf Arrow deals damage to a flying creature equal to the number of Forests you control — a conditional reach spell that scales hard in mono-green but does nothing if the target doesn't fly. Outside a Forest-heavy deck it's unplayable; inside one, it still competes poorly against instant-speed removal that hits any target.

In Commander, Leaf Arrow occupies the narrow slot of flying hate in mono-green or heavy-green landfall and Forests-matter builds, where the damage output can get large enough to one-shot a dragon or angel — but the flying restriction makes it a sideboard card pretending to be mainboard. In Pauper it sees no real play; green has better tools for handling flyers at common and Leaf Arrow's sorcery-speed ceiling is a liability. Legacy and Vintage are non-starters — the formats move too fast and the effect too conditional. The honest verdict: Leaf Arrow is a casual Commander inclusion at best, and only in a deck built around Forest density.
