In Commander, Law-Rune Enforcer earns its slot in any white strategy that wants to stall a commander or neutralize a single threatening creature every turn cycle without spending a card. Pauper is where it genuinely competes — one-mana tap effects on a creature are efficient enough that white aggro and taxing shells consider it. In Modern and Pioneer the effect is too slow and too small to matter; those formats kill you before a 1/2 tapdown engine gets going. Legacy and Vintage don't want it at all.
