Last Thoughts draws you a card when it connects — fine effect, bad rate. Four mana for a sorcery-speed Aura that replaces itself only on a successful attack is too slow and too fragile for most formats.

In Commander, Last Thoughts is outclassed by nearly every draw spell at the same price point — Curiosity, Ophidian Eye, and Curious Obsession all do the same job cheaper or more reliably. Pauper is where Last Thoughts has the best case: the format's card pool is shallow enough that repeatable draw on an evasive creature has real value, and four mana is less punishing in a slower environment. In Legacy, Modern, and Pioneer, it's simply too slow and too vulnerable to removal to see play. Oathbreaker shares Commander's density of better options, so the card doesn't find a home there either.
