Lapis Orb of Dragonkind is a Commander card through and through — the Dragon-matters restriction only pays off in a 99-card singleton deck built around the creature type, where the mana acceleration and haste grant both pull weight. In Vintage and Legacy it's technically legal but competes against far more efficient mana rocks with no tribal strings attached, so it sees no meaningful play there. Pauper and Oathbreaker list it as legal, but neither format has the Dragon density to make the restriction worthwhile. Treat this as a Commander-only staple for Dragon tribal builds.
