In Commander, Lambholt Raconteur // Lambholt Ravager is a niche payoff for dedicated spellslinger builds — it does nothing until you've assembled the engine, but in the right shell the Ravager side ends games on the spot. Competitive non-Commander formats have no real interest in it: Pioneer, Modern, Legacy, and Vintage all have faster, more consistent ways to convert a high spell count into damage, and a four-mana 2/2 with a conditional flip doesn't clear the bar in any of them. Oathbreaker is the one exception worth noting — a spells-matter planeswalker as commander can reach the flip threshold more reliably in a 60-card singleton context, making Lambholt Ravager a reasonable inclusion there.
