In Commander, Lair Delve earns its slot in creature-dense strategies where hitting two relevant card types off the top is near-guaranteed — think tribal builds or landfall shells where the miss rate is low enough to ignore. In Pauper it faces stiff competition from commons with unconditional draw, so it needs a dedicated creature-and-land shell to justify the slot. Legacy and Vintage have better options at every mana cost, so Lair Delve doesn't register there. The card lives and dies in Commander, where redundant cheap draw is always welcome and the average creature count makes the condition almost trivially satisfied.
