In Commander, a 1/1 fear creature competes for slots against engines and value pieces, and the cumulative life drain becomes a real liability in longer games. Pauper is the one format where Kuro's Taken could theoretically see play — common-only evasive creatures are at a premium — but even there, the upkeep cost makes it a fringe option at best.
