Kulrath Zealot shuts down every creature with a counter on it — no attacking, no blocking — which in a wither, infect, or proliferate shell is effectively a one-sided Ghostly Prison stapled to a body. Four mana for a 2/2 is a bad rate, but the lock effect is strong enough that the cost is the only real argument against it.

In Commander, Kulrath Zealot earns its slot specifically in -1/-1 counter and infect decks, where opponents' creatures pick up counters incidentally and the lockout becomes one-sided almost immediately. Outside that synergy context, a 2/2 for four with a conditional effect is too slow and too narrow for a 100-card singleton format. In Pauper it's legal but irrelevant — the format lacks the counter-synergy density to make the ability live, and four mana for a 2/2 is simply unplayable there. Modern, Pioneer, and Legacy have faster, more efficient ways to disrupt combat, so Kulrath Zealot sees no competitive play in any of them.
