Krovikan Rot is a sorcery-speed -2/-2 effect that also mills the opponent for two — passable reach in dedicated mill or -1/-1 counter shells, but two mana at sorcery speed for that modest a stat reduction is simply below rate for most Commander tables. It does one thing adequately and the other thing incidentally, which rarely earns a slot.

In Commander, Krovikan Rot is a fringe include in -1/-1 counter decks or mill-adjacent builds where the dual mode genuinely matters — otherwise it loses the slot to unconditional removal. Legacy and Vintage are non-starters; the effect is too minor and too slow to register at those power levels. Modern sees better tools at the same price point, so Krovikan Rot has no foothold there either. Oathbreaker, where redundancy in focused themes matters more, is the one format where it could reasonably fill out a list.
