Kozilek's Translator gives you a repeatable colorless-to-any-color conversion on a 3/3 body — relevant in Eldrazi shells that generate mountains of Wastes mana but need colored sources to cast support spells. Three mana for that effect is fair, and the body is incidental upside.

Commander is the only format where Kozilek's Translator earns a regular slot — specifically in Eldrazi-heavy decks whose mana bases skew heavily colorless and occasionally need to cast colored interaction or value pieces. In Pauper it's legal but the format has no equivalent colorless-mana-abundance payoff, so it sits unplayed. Modern, Pioneer, Legacy, and Vintage have no archetype that wants to pay three mana for a mana-fixing creature at this power level, and Kozilek's Translator will see essentially zero play in those formats. Stick to Commander if you're running it.
