Kor Halberd is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but sees negligible play in every competitive format — the equipment slot is too contested. In Commander, where lifegain commanders like Oloro, Ageless Ascetic or +1/+1 counter builds around Atraxa, Praetors' Voice can extract repeat value from each combat trigger, Kor Halberd at least has a home. Pauper is the one format where its low mana floor could matter, but even there, more efficient equipment exists. Treat it as a Commander-only consideration, and only in the right archetype.
