Kolaghan Warmonger is a Commander card through and through — the haste-anthem effect is only meaningful when you're deploying multiple large Dragons in a single turn, which happens regularly at a 100-card table and almost never in 60-card formats. In Modern or Pioneer, a two-mana 2/2 with a conditional upside doesn't compete with the speed of those formats, and Dragon tribal shells there have better payoffs. Legacy and Vintage are non-starters for the same reason, compounded by the power level of everything else happening. Stick it in Commander, specifically in Dragon-dense decks where the haste effect triggers more than once per game.
