Knight Luminary is legal everywhere but does real work in Commander, where Knight tribal has enough critical mass to make a multi-target counter-distribution meaningful. In 60-card formats like Modern and Pioneer, a three-mana 2/2 with a one-shot ETB struggles to compete with more efficient tribal payoffs, and it sees essentially no competitive play there. Pauper is where its common status gives it the best shot outside Commander, but Knight synergy at that level is thin. If you're building Knight tribal, Commander is the right home.
