Kitsune Loreweaver converts excess mana into a repeatable lifelink pump on a 2/2 body, but paying two white mana per +1/+1 is an inefficient rate even by Pauper standards. Outside of very specific lifegain-matters shells, it doesn't pull enough weight to justify the slot.

In Commander, the activated ability costs too much mana to matter at a table where the life totals start at 40 and threats scale accordingly — there are cheaper, more reliable ways to gain life in bulk. In Pauper, where every mana counts and games end fast, a 2/2 that drains your mana for marginal lifegain can't keep pace with the format's efficient threats. Legacy and Vintage are non-starters. The only realistic home is a budget lifegain-matters Commander build where Kitsune Loreweaver's repeatable trigger has some payoff to point at.
