Cheaper, more flexible white removal like Swords to Plowshares and Path to Exile make Kill Shot nearly impossible to justify in any competitive slot.

In Commander, Kill Shot sits below the cut: three mana at instant speed is acceptable, but limiting the effect to attacking creatures means it does nothing against blockers, combo pieces, or anything that never swings. Pauper is the format where Kill Shot sees the most daylight, since the removal pool is shallower and three-mana instants that trade up on creature size have real utility. In Legacy, Modern, and Pioneer, it simply doesn't compete — those formats have one- and two-mana answers that hit any creature any time. Kill Shot is legal across nearly every format, but legal and playable are different things.
