Kheru Lich Lord is a Commander card through and through — the six-mana cost and slow, upkeep-triggered payoff are tuned for a 40-life multiplayer game where graveyards fill up naturally and one massive swinging threat per turn can shift the board state. In Legacy, Modern, and Pioneer it's simply too slow and too fragile at six mana to compete when the format's threats cost two or three and close games faster than it can ever get going. Vintage has the raw power density to make it irrelevant even in fair matchups. Oathbreaker is the one other format where it occasionally earns a slot, but only in dedicated reanimator piles where the signature spell gets it into play ahead of curve.
