Keen-Eyed Raven is a two-mana 1/2 flier that lets you scry 1 whenever you cast a Bird spell — a payoff so narrow it only matters in dedicated Bird tribal, and even there it's near the bottom of the curve in terms of impact. The scry trigger is real value in the right shell, but the body is undersized and the effect doesn't snowball on its own.

Keen-Eyed Raven is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it sees virtually no play outside Commander Bird tribal. In Legacy and Vintage the bar for a two-mana 1/2 is impossibly high, and the scry trigger doesn't come close to clearing it. In Modern, Bird tribal doesn't exist as a competitive archetype, so the card has no home there either. Commander is the only format where Keen-Eyed Raven earns a slot — specifically in Kangee, Sky Warden or similar Bird-centric builds where casting multiple Birds per turn turns incremental scry into meaningful deck manipulation.
