In Commander, Keen Buccaneer is only worth considering in Pirate tribal builds where the creature type does real work — think Breeches, Brazen Plunderer or Malcolm, Keen-Eyed Navigator lines that care about attacking with Pirates. Everywhere else, a vanilla 2/2 haste for two is below rate in a 100-card format where every slot competes for impact. In Pauper, the common slot is brutally competitive and Keen Buccaneer doesn't make the cut in any established aggressive shell.
