Kashi-Tribe Elite is a Snake-tribal piece through and through, which means Commander is the only format where it realistically earns a slot. Casual Snake builds — Kaseto, Orochi Archmage being the obvious home — want both the regeneration shield and the tap-locking effect to protect attackers and neutralize blockers. In Legacy or Vintage it's strictly unplayable; those formats have no Snake synergy infrastructure and the base stats don't clear the bar on their own. Modern is legal but the same logic applies — four mana for a 3/3 with conditional upside doesn't compete.
