Kapsho Kitefins taps down every creature your opponents control the moment it enters — and again every time any other Fish enters after it. Seven mana is a real cost, but the enters-the-battlefield lock effect is repeatable and unconditional, which puts it firmly in the payoff column for Fish tribal builds.

Kapsho Kitefins is a Commander card, full stop. In 100-card singleton, Fish tribal has enough density of cheap creatures to trigger the tap effect repeatedly, and the three-opponent table means locking down the board carries far more leverage than it does one-on-one. In Legacy, Modern, or Pioneer it is simply too slow and too narrow — seven mana for a tap effect that requires a tribe to function doesn't compete with those formats' speed or card quality. Oathbreaker shares Commander's multiplayer structure, so the same tribal shells that want it there will want it here too.
