Kangee's Lieutenant enters with a +1/+1 counter on each other Bird you control — in any decently-stocked flock that's immediate, non-negligible board growth for two mana. Kangee, Sky Warden already wants a critical mass of countered-up Birds, and this card does real work on the turn it lands rather than needing setup.

Commander is the natural home for Kangee's Lieutenant — tribal payoffs scale with the number of permanents you control, and a 60-card format rarely gives you enough Birds to make the entry trigger matter. In Legacy and Vintage it's technically legal but competes with far more powerful options and sees no meaningful play. Commander is where the math works: a mid-game cast into four or five Birds can represent four or five free +1/+1 counters, which compounds fast under any counters-matter commander.
