Kami of Lunacy forces each opponent to discard a card at your upkeep — a repeating tax that compounds fast in a four-player pod. The cost is running a six-mana 6/6 with no evasion, so it earns its slot only in decks that care about the discard trigger, not just the body.

In Commander, Kami of Lunacy is the format where it does the most work — three opponents means three discards per rotation, and any commander that rewards or weaponizes opponent discards turns that into a win condition rather than mild disruption. In Legacy and Vintage it's unplayable; six mana for a discard effect is comically slow against formats that end games on turn one or two. Modern has no realistic home for it either. Kami of Lunacy is a Commander-only card in practice, and even there it needs the right shell.
